The presence of a large amount of low-quality alcohol, including grape wines, on the domestic market, which causes great harm to citizens, is still an urgent problem in our country.
It happens that, checking sold alcoholic beverages, find more than half of the products of inadequate quality.
Most of these products go to markets, small shops and seedy pubs. In order to save people from low-quality grape wines, as well as to protect the population from such alcohol entering the market, in our country voluntary certification of grape wines and other alcoholic products has been introduced. Voluntary certification is able to provide delivery to points of sale, and the implementation of only high-quality and safe alcohol, including grape wine.
After the collapse of the union and the emergence of new economic relations, it became necessary to monitor the quality of food products, including grape wines. This is how a certification system, generally called GOST R, regulated by current legislation, appeared. But this system is far from perfect and has unacceptable flaws:
- according to the rules of such certification, certifying institutions are obliged to conduct research on samples of products provided by manufacturers or suppliers, and not to take samples independently. Thus, suppliers and manufacturers can take advantage of this legislative gap and provide for the study of the sample are not the products that are going to feed people;
? This certification system does not provide for procedures for responding to citizens' requests for inconsistencies in the quality of the goods presented with those declared in the certificate;
? according to the established rules, certificates of conformity relate to the name of the product, and not to each manufactured or supplied batch, and are issued for a specific period. It turns out that the quality of each direct product is not measured by the parameters of food technology, but by the credibility of the manufacturer or supplier;
? in the case of grape wines, such a system is not able to guarantee the sale of products, the corresponding taste, and other consumer qualities.
Thus, the need to switch to a voluntary certification system for grape wines has become more urgent than ever. On the one hand, the state responsible for the health of the nation is interested in introducing a more stable and reliable quality control system, and on the other hand, citizens who want to consume high-quality products.
The formation of a voluntary certification system allows you to protect citizens from illegal and dangerous alcoholic beverages. The voluntary system also allows suppliers and manufacturers to use high quality of their own products, using special quality marks for promotional purposes, and apply special protection marks on corks of wine bottles, thereby protecting their product from forgery by transferring low-quality wine into a bottle from legal wine . Such a voluntary system is already in place in some regions and is in great demand.
Now local self-government can oblige enterprises and entrepreneurs wishing to obtain a license to sell grape wines and other alcoholic products to undergo voluntary certification of products sold. Moreover, local authorities have the right to choose the certification organization themselves in order to ensure the compliance of the products sold with European quality standards and business standards.
